Dumpster Rental in West Covina, CA

West Covina requires construction bins and roll-offs to come from its franchise hauler. Here’s how it works and when you need a street permit.

West Covina is a San Gabriel Valley suburb with hillside neighborhoods like South Hills and Woodside Village, plus family tracts around the Plaza West Covina and Cameron Park. Projects here range from hillside home remodels and pool demolitions to garage cleanouts and roof replacements.

In West Covina, temporary roll-off bins are not an open market. The city’s Construction Bins and Roll-offs bulletin says West Covina has an exclusive franchise agreement with Athens Services, and bins or roll-offs on residential or nonresidential property or on public streets must come from Athens. Non-Athens bins can be impounded, with fines of $500 for a first offense and $1,000 for later offenses. Because of that, the list below is short on purpose: we only show providers the city itself points to, not every company that advertises West Covina online.

West Covina dumpster permit rules

For a bin on the street or in the public right-of-way, apply for an encroachment permit through the Engineering Division. The Engineering Permit Application is listed on the official West Covina applications, permits & forms page.

Private driveway? A bin placed completely on private property (your driveway or yard) usually does not need a street permit. You need one when any part of the container sits on the street, sidewalk or parkway. HOA or property-manager rules can still apply. See our driveway placement guide.

Local tips for West Covina projects

Hillside lots: In South Hills and Woodside, sloped driveways can make placement tricky. Ask Athens about a smaller bin and wheel chocks.
Pool demos: Concrete and gunite are very heavy. Ask for an inert-debris bin.
Self-haul: The city has a waste diversion self-haul request form for some projects. Ask the Building Division if it applies to you.

Common dumpster sizes

10 yardSmall cleanouts, a bathroom tear-out, or heavy debris like concrete, dirt or tile, which haulers often limit to small bins.

20 yardA common pick for a kitchen remodel, flooring removal or a one-layer roof on a typical house.

30 yardBigger renovations, whole-home cleanouts and additions with bulky, lighter debris.

40 yardLarge construction, demolition or commercial cleanouts. Needs a long, clear spot and is rarely practical on narrow streets.

Not sure which fits? Read the dumpster sizes guide. Prices depend on size, debris type, tonnage and rental days, so we don’t list prices here. See the LA dumpster rental cost guide and compare real quotes.

Dumpster companies serving West Covina

West Covina’s bulletin says roll-offs must come from Athens Services, so it is the only company we list. We checked this against the city’s own documents. We don’t rank, rate or endorse any company. Confirm availability, permits and terms with them directly.
